| Course Description | This course examines how the European Union governs digital technologies through its most significant regulatory and policy initiatives. Students analyse how the EU seeks to govern and secure the digital domain through the General Data Protection Regulation (GDPR), the Digital Services Act (DSA), the Digital Markets Act (DMA), cloud sovereignty initiatives such as GAIA-X, the AI Act, and cybersecurity certification. The course situates these policies within broader scholarly debates on European market integration, security, and sovereignty. Through this interdisciplinary approach, students critically assess the political, normative, and geopolitical stakes of Europe’s digital transformation and its ambition to regulate a contested global digital order. Assignments allow students to specialize in a specific domain of EU digital policy or member state, and examine how particular regulatory initiatives reflect broader normative tensions in the European governance of its digital future. |
